Paul Safranek and his wife Audrey are struggling financially in Omaha, living a modest life far below their aspirations. When Paul attends a high school reunion, he reconnects with old friends who have undergone a revolutionary new medical procedure called "downsizing," pioneered by Dr. Jørgen Asbjørnsen in Norway. The process permanently shrinks human beings to about five inches tall. The primary motivation for undergoing this irreversible procedure is economic: due to their microscopic size, a modest conventional savings of a few hundred thousand dollars translates into millions of tiny dollars, granting participants a life of extreme luxury in purpose-built miniature communities like Leisureland.Enticed by the promise of a sprawling mansion and a stress-free existence, Paul and Audrey decide to take the plunge. However, on the morning of the procedure, tragedy strikes. After being fully shaved, sedated, and having his body hair removed, Paul wakes up in his miniature recovery ward only to receive devastating news: Audrey panicked at the last minute and backed out, leaving him alone in the miniaturized world. Stranded and heartbroken, Paul’s grand vision of wealth shatters as he faces a costly divorce, the sale of his micro-mansion, and a depressing, mundane life working as a telephone customer service representative in a cramped apartment.Paul’s dull existence abruptly changes when he meets his neighbor, Dusan Mirkovic, a hedonistic entrepreneur, and Ngoc Lan Tran, a dissident Vietnamese political activist who was forcibly shrunk and smuggled into the United States inside a television. Missing part of her leg due to a botched downsizing and subsequent amputation, Ngoc Lan now works as a cleaner and social worker. Compelled by a sense of guilt and an undeniable attraction to Ngoc Lan’s fierce compassion, Paul agrees to help her fix a prosthetic limb and assist on her rounds delivering food and medicine to the impoverished population living in the squalid slums just outside Leisureland’s pristine walls.Through these humanitarian efforts, Paul finds a renewed sense of purpose that eluded him in his wealthy past. When Dusan organizes a boat trip to Norway to visit the original downsizing colony, Paul, Ngoc Lan, and Dusan join the expedition. Upon arrival, they learn from Dr. Asbjørnsen that humanity is facing near-term extinction due to a feedback loop of greenhouse gases released from melting permafrost. Most of the colony's residents are preparing to retreat into an underground vault to preserve the human race. While Ngoc Lan is initially eager to join the vault, Paul decides to stay behind with her, realizing true fulfillment comes from helping others in the present rather than hiding underground.
