In a grim 1991, a deadly space plague has eradicated all cats and dogs, leaving humanity desperate for companions. They turn to apes, initially as pets, but soon enslave them, using them as menial laborers in a brutal, fascist society overseen by the authoritarian Governor Breck. Caesar, the son of the late time-travelers Zira and Cornelius, has been raised in secrecy by the kindly circus owner Armando. When Caesar is forced to witness the sadistic treatment of his fellow primates in a city square, he accidentally speaks out, shouting "Liar!" at the oppressive regime. Armando attempts to protect him, but Caesar flees into the urban jungle, eventually being captured by Breck’s security forces.Hiding his true identity, Caesar is sold into slavery and assigned to the government communications center.
