Following her conditional
release from prison due to good behavior and an ostensibly cured fur obsession, Cruella de Vil is a changed woman, dedicating her life to saving the crumbling Second Chance Dog Home. However, her court-appointed parole officer, Chloe Simon, and
probation officer, Kevin Shepherd, remain deeply suspicious. Their doubts are well-founded when the toll of a specific, sudden sound—Big Ben's chimes—reverses the psychiatric experiment, instantly snapping Cruella back into her megalomaniacal desire for a authentic dalmatian fur coat. Teamed up with her equally eccentric and opportunistic furrier co-conspirator, Jean-Pierre Le Pelt, Cruella plots to steal a new, larger litter of puppies, specifically targeting Chloe and Kevin's beloved pets, including Oddball, a dalmatian who frustratingly lacks any spots at all.Desperate to secure the ultimate pelt, Cruella and Le Pelt orchestrate an elaborate scheme that involves framing Kevin for dognapping and animal cruelty, successfully sending him to prison and leaving Chloe isolated and heartbroken. With Kevin out of the way, the villains capture the innocent puppies, whisking them away to a remote, heavily guarded sweatshop in Paris. Unbeknownst to the villains, Oddball and a cunning, wisecracking Macaw named Waddlesworth manage to stow away on the transport, determined to rescue their furry family.Upon arriving in Paris, a high-stakes game of cat and mouse ensues. Oddball uses her stark white coat to her advantage, hiding in plain sight and confusing Cruella and Le Pelt's bumbling henchmen. Meanwhile, Kevin manages to escape from custody with the help of his rehabilitated inmate friends, rushing across Europe to aid the rescue effort. Back at the Paris hideout, Cruella prepares for the gruesome manufacturing process, blinded by her fanaticism and greed.The climax reaches a fever pitch as Chloe, Kevin, Waddlesworth, and a massive pack of local Parisian dogs converge on the factory. In a chaotic, slapstick showdown, the animals outsmart the villains at every turn, culminating in Le Pelt getting trapped inside a giant mixing vat and baked into a massive, humiliating cake. Cruella, refusing to surrender, tries to corner Oddball, but her chaotic pursuit leads her directly into a confectioner's oven, where she is accidentally covered in liquid chocolate and topped with sugar sprinkles by the automated machinery.Ultimately, Cruella’s sanity crumbles once and for all as she is arrested, now resembling a spotted treat rather than a ruthless fashion mogul. Kevin is fully exonerated, clearing his name and returning to his loving family. In a joyful resolution, Oddball finally earns her very first, natural spot, celebrated by her proud parents and the rest of the rescued litter, while justice is firmly served and the safety of the canine world is restored.
